Citizens of Member States of the European Union and citizens of any State that is a party to the Agreement on the European Economic Area (citizens of the European Union, Switzerland, Norway, Iceland and Liechtenstein) are allowed to stay in Hungary for 90 days in any 180-day period without registration or permit.

If an EEA national arrives in Debrecen for the purpose of study or employment, or in case the employee’s family members intend to stay and live in Hungary for more than 90 days, they need to apply for a registration certificate from the Regional Directorate of Northern Lowland of the National Directorate-General for Aliens Policing (Országos Idegenrendészeti Főigazgatóság Észak-alföldi Regionális Igazgatósága). The Regional Directorate is in Debrecen at 145 Sámsoni Street. Advance bookings are required for administration.

Third-country nationals are those who are not Hungarian citizens or nationals of the Member States of the European Union. Third-country nationals who come to Debrecen to study here must apply for a residence permit for the purpose of study, and those who wish to work here must apply for a residence permit for the purpose of employment. Subject to their country of origin, third-country nationals can submit their application either at the Regional Directorate of Northern Lowland of the National Directorate-General for Aliens Policing (Országos Idegenrendészeti Főigazgatóság Észak-alföldi Regionális Igazgatósága) or at the Hungarian Consulate (Magyar Konzulátus) competent according to their place of residence abroad.

If the third-country national is employed in Hungary, his/her family members (spouse and/or minor children) living with him/her must apply for a residence permit for the purpose of family reunification.
