Registration Certificate - EU/EEA Citizens
Citizens of EEA member states, including the European Union, Switzerland, Norway, Iceland, and Liechtenstein, who stay in Hungary for over 90 days must officially confirm their stay.
1.European Economic Area (EEA) Nationals
Citizens of Member States of the European Union and citizens of any State that is a party to the Agreement on the European Economic Area (citizens of the European Union, Switzerland, Norway, Iceland and Liechtenstein) are allowed to stay in Hungary for 90 days in any 180-day period without registration or permit.
If an EEA national arrives in Debrecen for the purpose of study or employment, or in case the employeeâs family members intend to stay and live in Hungary for more than 90 days, they must register their stay with the with National Directorate-General for Aliens Policing (OIF) by the 93rd day after entry. OIF will issue a Registration Certificate for them.Â
2.What do EEA nationals need to register?
Nationals of EEA countries need the following documents to register:
- valid travel document or personal identification card
- documents* certifying that you meet the conditions of residence
The Registration Certificate and address card will be posted to the address provided.
The registration can only be completed online via the Enter Hungary website.
Family members of citizens of EEA member states can also request a Residence Card.
If you leave Hungary permanently, you must notify your departure and the country of your next permanent residence. You must return the documents proving that you have the right of residence in Hungary.

Proof of employment:
- Employment contract
- Valid entrepreneurship certification
- Other creditable method of certification
Proof of study:
- Document providing proof of acceptance to education institute
- Document providing proof of right to study
- Other creditable method of certification
Proof of financial funds (livelihood):
- Social security status within an EEA member state
- Bank statement from a bank in Hungary or abroad
Proof of health insurance:
- It is necessary for a citizen of the EEA member state to certify with a document that they are entitled to health insurance

Residence Permit for Third-country Citizens
Individuals without Hungarian citizenship and not from an EU/EEA Member State who wish to live in Hungary long-term need a residence permit.Â
2.Third-country Nationals
Third-country nationals are those who are not Hungarian citizens or nationals of the Member States of the European Union.
Third-country nationals who come to Debrecen to study here must apply for a residence permit.
The most common among these are:
- Residence Permit for the Purpose of Employment
- Residence Permit for the Purpose of Studying
- Residence Permit for the Purpose of Family Reunification
Subject to their country of origin, third-country nationals can submit their application either at the Regional Directorate of Northern Lowland of the National Directorate-General for Aliens Policing (OrszÃĄgos IdegenrendÃĐszeti FÅigazgatÃģsÃĄg Ãszak-alfÃķldi RegionÃĄlis IgazgatÃģsÃĄga) or at the Hungarian Consulate (Magyar KonzulÃĄtus) competent according to their place of residence abroad.
If the third-country national is employed in Hungary, his/her family members (spouse and/or minor children) living with him/her must apply for a residence permit for the purpose of family reunification.Â
2.Residence permit for other purposes
If the three most common residence permits are not suitable for you, you can still choose from among the following:
- Student Mobility Residence Permit
- Residence Permit for the Purpose of Traineeship
- Residence Permit for the Purpose of Job-searching or Entrepreneurship
- Residence Permit for the Pursuit of Gainful Activity
- Residence Permit for the Purpose of Intra-corporate Transfer
- Residence Permit for the Purpose of Seasonal Employment
- Residence Permit for Official Purposes
- Residence Permit for the Purpose of Research
- Residence Permit for the Purpose of Medical Treatment
- Residence Permit for Other Purposes
- Temporary Residence Permit
- National Visa and National Residence Permit
- Residence Permit for the Purpose of Voluntary Service Activities
