There is a long tradition of renting residential properties in Debrecen, fulfilling the needs of foreign and Hungarian students and employees alike. 

1.Fixed-term and indefinite rental contract for residential properties

In case of a contract of indefinite duration, the parties are required to specify in the contract the period of notice, while in case of a fixed-term contract, the lease lasts until a specific date, which can be further extended if the parties agree. In this case, the contract can only be terminated by an extraordinary termination. This is why some owners tend to stick to a definite contract of at least one year, because this is how they see the continuous lease of their property best guaranteed. The majority of property owners entering the rental market prefer long-term, fixed-term contracts.

 

2.Security deposit, utilities and prices

In general, it is common practice for the property owner / landlord to ask for a security deposit equivalent to two months’ worth of rent when concluding the contract and tenants are usually required to pay the first month’s rent in advance when moving in.

In case of international tenants, the text of the contract is bilingual and the document is usually signed by two witnesses. When concluding a contract, it is also worth noting the position of utility metres, also in the form of pictures. Before concluding a contract, it is also advisable for the tenants to find out about the amount of expected additional fees, including common charges and utility fees such as heating, water and electricity costs that can be estimated based on average consumption.

The rent in Debrecen is determined by the location of the property, its equipment, furniture and modernity, as well as the age of the building. In the popular residential areas of the city, such as the city centre or the Great Forest, an apartment / a house for rent is available at a higher price.

The peculiarity of the rental market in Debrecen is that some price fluctuations can be observed depending on the seasonality, for example at the beginning of the school year in September prices tend to go up.

1.Rules to follow

In Hungary, all real estate sales contracts are concluded in writing and are countersigned by a lawyer or a notary. You may want to consult a legal professional experienced in handling legal transactions related to foreigners. In Hungary, the following substantive and procedural rules apply to the acquisition of real estate by foreigners (the list is not exhaustive):

  • Act LXXVIII of 1993 on rules concerning the rental of flats and premises and their alienation
  • Government decree 251/2014 (X.2.) on the acquisition of real estate by foreigners
  • Law CL of 2016 on General Administrative Procedure
  • The rules on fees for proceedings are laid down in Act XCIII of 1990 on Fees
  • Act CXXII of 2013 on the turnover of agricultural and forestry lands
  • Act V of the Civil Code of 2013
  • Law CXLI of 1997 on Real Estate Registration

2.Incurring expenses

A responsible decision on the final purchase can be made in knowledge of the following costs:

  • The real estate agent’s fee, if any, is paid by the property owner. Some service providers charge the customer with this fee, in this case the fee is equivalent to the turnover value of 3% + VAT.
  • Lawyer’s fee – In Hungary, it is always the customer who pays this fee, that is the equivalent to a rate between 0.5% – 2% of the purchase price.
  • Procedure fee to be paid to the Land Office (6,600 HUF)
  • Property acquisition tax that is 4% of the purchase price
  • The fee to be paid for the authentic translation of the required documents; the fee to be paid to the interpreter

Debrecen Waterworks (Debreceni VízmÅą Zrt.) provides drinking water services to residents of the city and its surrounding areas by operating a public drinking water supply system established in the administrative territory of Debrecen. Sewage received from the city and the surrounding areas – on average 40-45,000 m3 / day – is received by the Sewage Treatment Plant located in the south-western part of the city, where it goes through a three-stage treatment process.

2.Household waste management

Natural person real estate users can choose from blue containers with different capacities according to their needs. In the optimal case, waste that can no longer be reused and is not a hazardous substance is placed in the container. It is typically emptied once a week in a door-to-door collection system. Natural and non-natural person waste generators can hand over their separately collected, usable waste (e.g. paper, plastic, glass) to us in the selective door-to-door collection operated as part of the public service, at the selective waste collection points (collection islands), or in the waste collection yard.
