The public procurement announced by the Municipality of Debrecen for the accredited baseline soil and air quality sampling and testing prior to the launch of the Environmental Monitoring System (in Hungarian abbreviated as KER) has been successful.

Sampling and testing will be carried out at the sixteen sites where the Environmental Monitoring System monitoring stations will be located (fifteen in Debrecen, one in Mikespércs). Air quality measurements will be carried out continuously for two weeks per site, four times in total, twice during the heating season and twice outside the heating season. 

The contract for soil measurement was awarded to NNK Environmental Management, Computer Trading and Service Company Ltd., based in Debrecen, out of six applicants, with a gross bid of 11 million 895 thousand forints, while the assessment of the basic state of the air will be carried out by Green Lab Ltd.

The Environmental Control System was also discussed at the meeting of the Debrecen assembly. As it was said, “the installation of the system is nearing completion, and it is planned to start the test run at the end of January.”

The assembly also decided to set up a non-profit company, KER Debrecen Environmental Monitoring System Development and Operation Ltd., half of which will be owned by the municipality-owned Debrecen City Management Ltd. and half by the University of Debrecen.

As is known, the Debrecen General Assembly adopted the city’s environmental protection program, the Green Codex, in February, one of the most important measures of which is the establishment of the Environmental Monitoring System.

According to the city hall’s previous information, the city of Debrecen and the University of Debrecen intend to establish a continuous and long-term Environmental Monitoring System in order to protect the environment, the aim of which is to preserve our natural values ​​and serve the well-being and safety of the people of Debrecen in a way that is unique in the country.

The Environmental Monitoring System, developed by professors of the University of Debrecen and experts from Debrecen, is a continuously operating, objectively measured Environmental Monitoring System, with a Debrecen center, and examines environmental impacts with a regional perspective, especially in the areas of air quality, water quality, soil, noise and biodiversity. The information and data collection, analysis and monitoring system monitors changes in the air, surface and groundwater, soil and wildlife through instrumental observation and continuous sampling.

The Environmental Monitoring System, with its 16 complex measuring stations and two surface water measuring stations, forms a unified, territorially city-wide, interconnected system, which provides data on our environment 24 hours a day, every day of the year.

The project is financed from the support provided in the subsidy agreement concluded between the Ministry of Construction and Transport and the Municipality of Debrecen in December 2023. The gross amount of the subsidy is HUF 604 million.
