From the beginning of this year, certain EU directives on energy efficiency, related to the metering and billing of district-heated buildings, were transposed into Hungarian law.

As a result of this process, the law on district heating services was amended, and the municipality was obliged to adopt regulations in line with the directives. This obligation is due to be fulfilled by the 31st of December this year. This was also discussed by the Debrecen assembly at its meeting on Thursday.

The relevant proposal states that in the case of residential buildings and buildings used for mixed purposes with district heating services, with the exception of parts of the building in common use, it is mandatory to install a heating cost allocator on each heat emitter, if technically feasible.

In addition, in the case of an existing building, the condominium or housing cooperative is obliged to ensure that a certified heat consumption meter or a domestic hot water volume meter is installed in the apartments, if the subsequent installation of certified measurement is technically feasible and cost-effective.

The affected condominiums must comply with this by the 1st of January 2027.

Debrecen Heating Supply Company carried out an impact assessment for the buildings it provides with district heating services after the introduction of the provisions. The result is that the number of technically feasible and cost-effective investments is negligible at the city level, with only eleven buildings in the city equipped with district heating services where the installation of cost allocators is technically feasible and cost-effective.
