Certificates of recognition were presented to the representatives of the housing associations that submitted successful applications for the 2023 prefabricated housing programme. The details were presented at a press conference held on the 24th of July 2024 by Mayor László Papp, condominium representative of the Kartács Street 6 apartment building András Szűcs, municipal representative  Csaba Papp and elected municipal representative Sándor Szűcs.

Mayor László Papp said in advance that the urban prefabricated housing programme was launched in 2023 with HUF 500 million from its own resources and the budget for this year would provide the same amount for the continuation of the programme. The aim of the programme was to renovate residential buildings built with industrial technology in Debrecen. He added that the measure was necessary because the difficult economic situation of the previous years, due to the high interest rate environment and inflation, made it difficult for condominium communities to take out renovation loans, and this was compounded by significantly increased energy costs. These have led to a strong need for energy efficiency investments in condominiums, both in the municipality’s institutional buildings and in energy-intensive residential buildings. “We would like to continue the programme in the coming years, depending on the financial capacity of the city,” the Mayor said.

This year, several condominiums are investing in energy efficiency, including 14 centimetres of external insulation and a new paint job at the present location at 6 Kartács Street. In addition, the windows in the common areas will be renewed. The works started in May and are expected to be completed by the end of September.

Regarding the applications of the Debrecen prefabricated housing programme, László Papp explained that in 2024, a total of 12 applications had been received so far, 6 of which have been successful and positively evaluated, and the evaluation of the other 6 applications is ongoing. The Mayor also pointed out the city’s contribution to the professional implementation of the programme by the fact that the Debrecen Infrastructure Development Ltd. (DIF Ltd.) provides technical supervision for the implementation of the investments with the financing of the Municipality, thus free of charge for the residents.

A change this year is that not only industrial housing can apply for renovation, but also brick-built apartment buildings with more than 12 apartments built before 1990. He emphasised that, in addition to external insulation, applications are typically for the replacement of old, outdated elevators.

The community representative András Szűcs said that they were delighted when they were given the opportunity to apply, and the majority of the 87 owners of the building decided to take advantage of it. He added that the works had started after a successful tender and he was confident that their tender for the modernisation of the elevator would also be successful. And after the investment, the 40-year-old building will be renewed in the Great Forest environment. This will provide a nicer, cleaner environment for a satisfied resident community.

Elected municipal representative Sándor Szűcs pointed out that 16 applications were received in 2023, of which 6 met the criteria for the tender at the time. Of these, 3 applications were for external thermal insulation and 3 for the replacement of elevators.

The deadline for submitting applications this year is the 31st of October.

Sándor Szűcs thanked the city administration for their support, as well as the housing associations and the residents for the application. “These energy upgrades are beneficial on several levels, as the energy savings reduce the maintenance costs of the apartments. They are also beneficial at the level of the district, as buildings are renewed, and at the level of society, as energy savings result in fewer greenhouse gas emissions,” he emphasised.

As a representative of the city centre Csaba Papp expressed his pleasure with the initiative. As he said “ there are many flats in blocks of flats in housing estates, and there are many elderly people living in these buildings who cannot afford the necessary renovation work. It is difficult for the condominium representatives to get the right number of votes in the residents’ associations to launch renovation programmes. This is why the city’s relaunch of the prefabricated housing programme is so important in supporting communities. And for the elderly in particular, it is of great importance because it is also an opportunity to replace the elevators that make their mobility so crucial”.

The joint representatives of the successful 2023 applicants received certificates of recognition from Mayor László Papp.
