Large-scale Road Construction and Resurfacing Works Continue in Debrecen
Transport development plays a key role in the city’s 2026 budget. A comprehensive road reconstruction and construction programme is underway at numerous locations across the city, with a focus not only on busy main roads but also on the renewal of smaller streets and pavements. Details of Debrecen’s transport development were presented by city councillor Viktor Papp at a press conference on 29 April 2026.
“For more than a decade, transport development has been given significant emphasis in Debrecen’s budget, clearly demonstrated by the HUF 9.25 billion in own resources available in 2026,” Viktor Papp highlighted at the beginning of his briefing.
The city councillor explained that, within the framework of the 2026 budget, a comprehensive transport development package has been adopted. This includes large-scale road resurfacing, road construction initiated by residents, the building of roads without solid surfaces, the implementation of pavement and stairway renovation programmes, improvements to public lighting, and the installation of speed cameras to enhance road safety.
Of the HUF 9.25 billion budget, nearly HUF 2.4 billion is allocated to large-scale road resurfacing, enabling the renewal of 31 streets and road sections. These include Kiss József Street, which served as the venue for the press conference. Of the 31 affected streets, six have already been completed, while work is currently ongoing at a further 13 locations. Viktor Papp emphasised that the developments affect all parts of the city: the northern, southern, eastern and western districts, as well as the city centre. The budget is structured each year to ensure that similar investments take place in every district.
As he noted, not only major arterial roads are being renewed, but also smaller streets and residential service roads, as it is important that, alongside main transport routes, the refurbishment of local roads is carried out continuously and in a scheduled manner. As part of transport development, the renovation of Víztorony Street is also receiving special attention. A significant investment is underway on the section between Munkácsy Street and Károly Boka Street, which will soon be completed. This stretch of road is particularly important, as it is located near one of the city’s largest housing estates, the Dobozi estate, as well as a smaller residential area. In addition, it serves as a collector road for Csapókert and the Geréby estate, and several institutions are also located along this route, Viktor Papp pointed out.
“We chose the reconstruction of Kiss József Street as the location for this briefing because it clearly illustrates the cooperation between the municipality and residents, as well as active dialogue with the people of Debrecen. Prior to the investment, a well-attended street forum was held, where technical details were discussed and residents’ opinions were sought.”
The municipal councillor for the district explained that, during the reconstruction of Kiss József Street, the contractor will replace existing kerbs and refurbish the pavement along a section of nearly 390 metres, as well as mill the old asphalt surface. The works also include levelling utility fixtures and, where necessary, carrying out local structural repairs to the road base. As a final step, a new asphalt wearing course will be laid across the entire surface of the affected section.
Today, large-scale resurfacing works will begin not only on Kiss József Street, but also on the section of Honvéd Street between Péterfia Street and University Avenue. The project affects a road section of nearly 250 metres. During the refurbishment, the contractor will replace kerbs, repair the pavement, and raise existing utility fixtures to level. After milling the worn asphalt wearing course, specialists will lay a new asphalt surface across the entire section. At the beginning of next week—depending on the weather—the refurbishment of Meszena Street, as well as the section between Vértesi Road and the access road to the landfill site, will also commence, the councillor emphasised.
In addition to road resurfacing works, resident-initiated road construction projects are also underway in Debrecen, Viktor Papp highlighted in his briefing. This week, on Monday, the second phase of road construction works began on Seregély Street in Haláp. Here, a solid road surface will be laid over a length of 118 metres and a width of 5.5 metres, while the existing pavement will also be refurbished at the same time. In addition, works are ongoing in Pallag, on István Fekete Street and Tőr Street, the latter nearing completion.
Alongside municipal investments, several developments are also being carried out with state funding, for example at the Budai Nagy Antal–Hétvezér–Vámospércsi junction and at the junction of Csigekert Street and Lőrinc Szabó Street. During the works, the city leadership asks for the patience and understanding of Debrecen residents and urges road users to travel with increased caution, paying attention to one another and proceeding carefully on the affected road sections.
