At its meeting last Wednesday, the Debrecen General Assembly unanimously decided on the 2025 Debrecen panel programme call for applications, which was published on 1 May, on the panelprogram.debrecen.hu website, and applications can be submitted until 31 October.
In February 2023, László Papp announced that a panel program would be launched in Debrecen with an annual budget of half a billion forints. At the mayor’s suggestion, the city assembly also committed to ensuring that this annual budget of half a billion forints would be provided for the panel programme for the next five years.
In the first year, applications could be submitted for the replacement of windows and doors, the thermal insulation of facades and ceilings, and the replacement of elevators to save energy. Last year, residential communities were also able to apply for the renovation of elevators, and this will be the case this year as well.
A new element will be that residential communities will also be able to apply for individual heating control and the development of a remotely readable cost sharing system.
Not only panel houses, but also residential communities of non-energy-efficient brick-built apartment buildings with at least 12 apartments built before 1990 will be able to apply.
Last year, 26 applications were received for the call for applications, compared to 16 in 2023, and all of them were supported.
At the general assembly meeting, Mayor László Papp said, “In 2026, according to plans, the panel programme will be further expanded, and then the possibility of renovation of the electrical network will also be included in the call for applications.”
He added that the Debrecen panel programme is unique in the country, and if the city’s revenues from the business tax increase significantly, the annual budget of HUF 500 million can also be increased.
