Debrecen’s Tower Block to Be Renovated as Part of Urban Panel Programme

Each year the local government provides HUF 500 million to support the modernisation of panel blocks and older apartment buildings, covering works from façade renovation and window replacement to heating modernisation and the refurbishment or replacement of lifts. The call for applications for this year’s panel programme, launched in 2023, will be published within a few months; at present, feedback and proposals that could be incorporated into the 2026 call are being reviewed.

“For the leadership of the city of Debrecen, it is very important what kind of environment residents live in. It is not only a matter of quality of life, but also how utility costs affect them. We aim to ensure that our citizens receive as much as possible back from the city’s economic growth over the past more than ten years,” sDeputy Mayor Lajos Barcsa said.

So far, 45 apartment buildings have received renovation support through the panel programme. The joint representatives of last year’s 14 successful applicants, along with the local councillors of the affected districts, have now received the support declarations.

“If someone can renovate their own flat, the stairwell or the façade, it not only improves their quality of life but also helps them move forward in the long term. My goal is that every resident of Debrecen should move from five to six – whether through the panel programme, the Built Heritage Programme, or the Garden District Development Programme,” emphasised Deputy Mayor Diána Széles.

The 22-storey apartment building that hosted the briefing is also one of the winners of the panel programme. Residents received the notification about the support in their letterboxes on March 4.
