Designer Selected for Four‑Lane Highway Between Debrecen and Nyíregyháza
The conditional public procurement procedure launched by the Ministry of Construction and Transport for the design of upgrading the section of Main Road 4 between Debrecen and Nyíregyháza to a four-lane carriageway has been successful, Mayor László Papp announced on his Facebook page.
According to the summary published in the Public Procurement Bulletin, five bidders applied for the tender: a consortium of Pannonway Építő Kft. from Zalaegerszeg and Cívis Komplex Mérnök Kft. from Debrecen, as well as four design companies based in Budapest—UNITEF’83 Műszaki Tervező és Fejlesztő Zrt., FŐMTERV Mérnöki Tervező Zrt., UTIBER Közúti Beruházó Kft., and RODEN Mérnöki Iroda Kft. Of these, FŐMTERV Mérnöki Tervező Zrt. submitted the best offer and will carry out the work for a net amount of HUF 3,394,000,000. The standstill period for contract signing expires on 7 April, after which the parties may conclude the agreement.
The successful bidder will be responsible for preparing the permitting and detailed design documentation.
Minister of Construction and Transport János Lázár announced during his visit to Nyíregyháza last year that the plans for upgrading the Main Road 4 section between Debrecen and Nyíregyháza to a four-lane road would be commissioned. “Residents living along this section should prepare for the road to be expanded to four lanes. Two thirds will follow a new alignment, while one third will remain on the existing route,” he said.
In the tender documentation, the task was defined as the preparation of permitting and detailed design documentation for the creation of an approximately 35-kilometre continuous 2×2-lane main road connection—of which 10 kilometres will utilise the existing alignment and 25 kilometres will be constructed along a new route. The development will cover the section from the junction of Main Road 354 (future eastern bypass of Debrecen) to the junction of Main Road 4 and the M3 motorway, including six grade-separated interchanges with associated junctions, as well as three two-lane roundabouts, 19 engineering structures, full relocation and protection of affected utilities, and the acquisition of all necessary permits, in accordance with the parameters of a dual carriageway primary road outside built-up areas.
The upgrading of Main Road 4 to four lanes between Debrecen and Nyíregyháza has been declared a project of national economic importance by the government.
At the end of 2017, the general assemblies of Debrecen and Nyíregyháza adopted a cooperation agreement, one element of which was to jointly initiate and lobby for the expansion of Main Road 4 to a dual carriageway between the two cities. The agreement also included efforts to achieve the modernisation of the railway line between Debrecen and Nyíregyháza.
The joint lobbying efforts of the two cities proved successful. By the end of last year, the plans for the renovation of the railway line between Debrecen and Nyíregyháza had also been completed, and the public procurement procedure for the execution of the works is already under way.
