Government Office Suspends Production at EcoPro Facility in Debrecen and Imposes HUF 2 Million Fine

The industrial safety authority of the Hajdú-Bihar County Government Office carried out an inspection at EcoPro’s site on Wednesday, where several conditions were found to differ from those set out in the Safety Report. In the NCA building, several technological components had been covered with transparent sheeting, while the release of black dust was also confirmed. The authority also found an unsealed section of a wall at a point where pipelines pass through it, while one window or door opening directly onto the outside was found in an openable condition.

Because of the violations identified, the industrial safety authority suspended the hazardous activity in the building concerned. The ban will remain in force until the company rectifies the unlawful conditions and complies with all applicable requirements. Official proceedings have also been launched in the case, and the Government Office imposed a HUF 2 million disaster management fine.

According to the authority, the resumption of production will be inspected once the unlawful conditions have been rectified. The Government Office stressed that hazardous activities may only be carried out with full compliance with all safety requirements. This is not the first time EcoPro has had its operations suspended because of violations.

In response to the official action, the company said it had acknowledged the decision of the industrial safety authority of the Hajdú-Bihar County Government Office and, following receipt of the decision, had immediately begun addressing the deficiencies identified.

The leaks identified on the façade of the NCA production building have already been repaired, a comprehensive inspection of the building has been completed, and further technical improvements have also been initiated. According to the company, these measures are aimed at further enclosing the production processes, improving the handling of dust-generating materials and strengthening the liquid-handling systems.

EcoPro stressed that the technology used for NCA production has essentially remained unchanged compared with the previous trial-operation and permitting procedures, with only maintenance work and minor optimisation modifications having been carried out since then. In the company’s view, these did not constitute a significant technological change or introduce any new source of danger.

The company pointed out that the NCA production building operates with a negative-pressure ventilation system designed to keep production processes under controlled conditions and ensure the safe handling of hazardous substances. EcoPro operates a multi-level system of technical, ventilation and organisational controls and regularly carries out occupational health, exposure and monitoring assessments. According to the company, the results available so far have not indicated any abnormal technological incident or increased employee exposure.

At the same time, the company considers the suspension of the hazardous activity disproportionate in view of the nature of the deficiencies identified and the fact that they were corrected immediately. EcoPro said it respects the official procedure, is cooperating with the competent authorities and intends to use the legal avenues available to it to present its professional position.

The company added that it would provide the competent authority with documented evidence that the required measures had been completed, and that it would continue to seek full cooperation with the relevant authorities.
