Főnix Housing Programme May Open Directly to Employees

In 2026, the Municipality of Debrecen relaunched the Főnix Housing Programme, aimed at helping employees under the age of 35 who work in Debrecen with their housing costs. Subject to approval by the General Assembly, the programme will be expanded to include a wider range of applicants. Employees whose housing is supported through the scheme will be able to apply directly for the flats included in the programme, alongside employers.

With the existing funding arrangement left unchanged, the local authority will continue to provide the landlord with a subsidy equivalent to one-third of the rent throughout the five-year tenancy, while tenants may also receive support from their employers.

Who will be eligible to apply?

Employees supported under the programme must meet the following criteria:

  • They must have an open-ended employment relationship with a business that has its registered office, premises or branch office in Debrecen, or with a publicly funded institution carrying out state or local authority functions.
  • They must be under 35 at the time of submitting their application.
  • They must be Hungarian citizens, including dual Hungarian citizens.
  • They must not own all or part of a residential property in Debrecen.
  • They must register their official address in Debrecen at the rented property.

Employees will be able to choose from the same pool of flats included in the programme as participating employers. Rented from Cívis Ház Zrt., the properties will have a usable floor area of between 31 and 47 square metres. They will be unfurnished, air-conditioned and ready for occupation.

During the first application process, two applicants submitted expressions of interest in making a total of 229 flats available for the programme: the Rent4U Property Development Fund, for flats at 1–3 Monostorpályi Road, and the TERRA Property Investment Fund, for flats at 1–6 Boldogfalva Street.

According to the property developers’ declarations, 15 flats are expected to be available to applicants by the end of 2026, with final occupancy permits in place. A further 82 flats are expected to become available in the first half of 2027, while the remaining 132 are anticipated to be available for applications in the second half of 2027. Further information will be published on the programme’s website in due course.

Basic fittings and equipment

The flats will include:

  • A bathroom fitted with sanitary ware.
  • Base and wall-mounted kitchen units.
  • A refrigerator, hob, oven and extractor hood.
  • A kitchen sink.
  • Provision for connecting a dishwasher.

A new provision has been introduced to reflect the circumstances of the expanded applicant group. If a tenant no longer meets the programme’s eligibility requirements, the landlord will allow a six-month grace period in which they can re-establish their eligibility.

If the employee fails to meet the requirements by the end of this period, the tenancy will no longer qualify for local authority support. However, the employee may continue renting the flat from Cívis Ház Zrt. by paying the full rent.

The General Assembly will decide on the expansion of the programme at its October 2026 meeting. The Ownership and Economic Development Committee will subsequently decide whether to launch the third application process, after which Cívis Ház Zrt., as landlord, will publish the call for applications.

Once the application processes have concluded, the committee will assess and decide on the applications submitted to the programme. Cívis Ház Zrt. will handle the signing of tenancy agreements.

New municipal rental housing regulations and housing policy take effect

The new municipal rental housing regulations and housing policy came into force on 1 October. In line with the provisions of the Housing Act, the regulations distinguish between three categories of rental housing: social housing, cost-based rental housing and market-rate housing.

To fulfil its obligations under the new regulations, Cívis Ház Zrt., as landlord, has reviewed the municipal housing stock it manages and prepared a proposal classifying the properties into the relevant rental categories. The Ownership and Economic Development Committee will decide on the classifications on 22 October.

Following the regulations’ entry into force, approximately 200 municipal flats suitable for letting are expected to be brought into use in several successive phases during 2026 and 2027.

Cívis Ház Zrt. has begun preparations for the first application process. These include technical inspections and renovation work to ensure the flats are fit for their intended use, as well as invoicing and IT system upgrades required under the new regulations. By the end of November, the first 40 social rental flats are expected to have undergone any necessary renovation.

The first application process can then begin, subject to a decision by the Ownership and Economic Development Committee on the 40 flats proposed for allocation. Following that decision, Cívis Ház Zrt. will publish the application notice and details of the available flats in early January 2027.

Cívis Ház Zrt. will arrange viewings on working days between the 10th and 20th days after publication. Applications for the flats may be submitted to the Social Affairs Department of the Debrecen Municipal Mayor’s Office up to the 30th day after publication.

Background to the Főnix Housing Programme

In April 2024, the General Assembly launched the Főnix Housing Programme, a housing support scheme described as unique in Hungary. Its aim is to help employees under the age of 35 who work in Debrecen, have open-ended employment contracts and work in either the private or public sector. By supporting local housing, the programme seeks to encourage young people to remain in the city and help employers retain their workforce.

Under the scheme, the local authority covers one-third of the market rent, while the remaining two-thirds is shared between the employer and the employee.

The municipality works with local property developers and owners, who provide the housing stock included in the programme. Participating employers can rent these properties and make them available to their employees. Employers may include multinational companies, small and medium-sized enterprises, and publicly funded institutions carrying out state or local authority functions.

By sharing the rent between the local authority, employer and employee, the scheme offers several benefits. Employers in Debrecen can provide staff with a new form of benefit, giving them an advantage in the competition to attract and retain employees. For workers, the arrangement can help them build savings and move towards purchasing their own home.

The programme is intended to address the housing challenges faced by young people in Debrecen in a comprehensive way. Increasing the supply of available housing could also help moderate the rate at which property prices and rents rise.

Tenancies under the scheme run for a fixed period of five years, providing participants with a predictable framework for their housing arrangements. Cívis Ház Zrt.’s role as the principal tenant also provides an additional safeguard, helping to ensure the stability of the tenancy arrangements.

Cívis Ház Zrt. coordinates the application processes and the letting of the properties.

The first application process for property developers took place in the second quarter of 2026. Two applicants submitted proposals covering a total of 229 flats, which will be managed by Cívis Ház Zrt.

The rent is exempt from VAT, adjusted in line with inflation, calculated in Hungarian forints and payable monthly throughout the tenancy, including periods when a flat is unoccupied.

Following the expressions of interest submitted by applicants in the first process, Cívis Ház Zrt. suspended that procedure and, in August 2026, launched the second application process, aimed at employers wishing to rent flats included in the programme. This process is currently under way.

Once the second process for employers and the third process for employees have been completed, the Ownership and Economic Development Committee will jointly assess and adjudicate the applications submitted under the first, second and third processes.
