Facilitation and simplification in the creation of new parking zones

The Municipality of Debrecen will establish a zone-based parking system from July 1, 2025, to make parking near their place of residence easier and free of charge for residents living in paid zones, to promote greater use of local and intercity public transport, and to reduce the ever-increasing traffic load in the city centre and city centre areas.

The positive effect of the planned changes is that the residential pass, which previously required an annual fee of HUF 6,000, will be free of charge and will be valid for two people per address. One passenger car per person, i.e., a maximum of two vehicles per address near the place of residence.

In addition to the planned changes, the municipality will also introduce further simplifications, which the general assembly will decide upon at its next meeting on June 26, 2025.

Accordingly:

  • As a technical simplification, from now on, only the address on the official certificate proving the address will be used when registering with the public service provider; i.e., the address on the registration permit does not have to match the permanent address on the address card.
  • Residents are also entitled to wait free of charge in a passenger car with a gross weight not exceeding 3.5 tons, which is given to them for exclusive use by their employer and is owned or operated by the employer near their place of residence upon presentation of the employer’s certificate, with a maximum of 2 natural persons per address, for 1-1 passenger car.
  • According to the regulation in force as of July 1 2025, waiting areas located within 25 metres of the main entrance of nurseries, kindergartens, and primary schools in the area of surface zones can still be used free of charge during care, education, and teaching hours between 8:00 and 8:30 a.m.

As of July 1, 2025, the surface parking system (Highlighted as I and II) will be replaced by a zone system. There will be a total of five zones:

Centre zone – the inner part of the city centre. In this zone, a maximum of 3 hours of waiting is allowed with a parking ticket. A half-year and annual pass can be purchased, which entitles you to wait in all surface zones. A Garage Plus annual pass can also be purchased in addition to the annual Centre pass, allowing access to all underground garages.

Zone I – the area bordered by the small ring road. A pass purchased for Zone I entitles you to use all surface zones except the Centre zone and can be purchased for daily, monthly, quarterly, half-yearly, or annual passes. A Garage Plus annual pass can also be purchased in addition to a Zone I annual pass.

Zone II – the area bounded by Nagyerdei körút. The pass purchased for Zone II entitles you to use Zones II-IV and can be purchased for a daily, monthly, quarterly, semi-annual, or annual pass. In addition to the season ticket purchased for Zone II, a monthly underground garage season ticket (for Kölcsey, Nagyerdei, or Sas Street underground garages) can be bought, but not an annual one.

Zone III – the area around Nagyerdei Park.

Zone IV – Clinic parking lot (located along Pallagi Street between the Aquaticum roundabout and Móricz Zsigmond Street).

Surface parking passes can be purchased with a 10% discount using the Debrecen City Card. The municipality aims to enhance accessibility to downtown shops by making the Széchenyi Street parking lot free on Saturdays. The parking fees for the lot next to the Clinic, located along Pallagi Street, will not increase.

To establish transfer connections between individual and public transport, DV Parking Ltd. will begin planning P+R parking lots in the southern and northern parts of the city in 2025 and commence construction in 2026.
