New Addition to Debrecen’s Panel Programme

The panel housing program, which supports the modernization and improved energy efficiency of apartment buildings, will continue in Debrecen in 2026.

The City Council will make a decision on this matter on Thursday. Building on the experience of previous years, city officials are expanding the program with a new component, while the eligibility criteria remain as favorable as ever. Deputy Mayor Lajos Barcsa and City Council Member Sándor Szűcs provided details about the program.

Deputy Mayor Lajos Barcsa emphasized that Debrecen’s city leadership made a conscious decision when it launched the panel housing renovation program in 2023 using its own funds, and has since allocated an annual budget of HUF 500 million for this purpose. He highlighted that the developments are not merely cosmetic projects but directly improve the daily quality of life for the residents of Debrecen. He pointed out that the programme is growing in popularity; in recent years, 45 apartment buildings have received funding, and interest in the application process continues to rise.

The deputy mayor explained that the subsidy continues to primarily support the implementation of energy efficiency projects. He emphasized that the grant program covers, among other things, the replacement of windows and doors, facade and roof insulation, as well as the modernization and replacement of elevators, which are among the most sought-after improvements. He highlighted that the subsidy rate is typically 25 percent, though up to 50 percent funding is available for the installation of heat cost allocators. Lajos Barcsa specifically drew attention to one of the most important new features of this year’s program: the modernization of condominiums’ electrical networks is now also eligible for funding. He emphasized that electricity demand in homes has increased significantly over the past decades, while building wiring has aged, so this development initiative serves both safety and energy efficiency.

Local council member Sándor Szűcs, summarizing the practical results of the program, emphasized that the panel housing renovation program has already brought about tangible changes in several neighborhoods of Debrecen, including Újkert. He pointed out that previously completed projects—such as thermal insulation and elevator renovations—have not only made the buildings safer but have also significantly improved residents’ comfort. He emphasized that the modernized elevators have eliminated previous malfunctions and disruptive noises, while the renovated equipment provides a more modern, livable environment. He added that at 6 Borbíró Square, the venue for the press conference, the project was handed over to the contractor on Monday. The elevator renovation will take 2–3 months, and the work will be carried out in such a way that one elevator will always be available to residents.

City officials are confident that the program, now offered under expanded eligibility criteria, will provide meaningful assistance to even more condominium associations and that the available funds will be utilized as widely as possible. Applications may be submitted from April 1 to October 31, 2026.
