The introduction of the new parking system in Debrecen is postponed
“As is known, the Debrecen municipality will develop a zone-based parking system from July 1, 2025, not affecting the entire area of the city, in order to make parking near their place of residence easier and free of charge for Debrecen residents living in paid zones, promote greater use of local and intercity public transport, and reduce the ever-increasing traffic load in the city center and city center areas,“ the municipality said in its statement on Thursday. The changes were urged by residents who could no longer park near their place of residence.
In addition to the planned changes, the municipality would also introduce further simplifications, which will be decided on at the general assembly meeting on Thursday.
Accordingly:
• As a technical simplification, from now on, only the address on the official certificate proving the address will be used when registering with the public service provider, i.e., the address on the registration permit does not have to be the same as the permanent address on the address card.
• Residents are also entitled to wait free of charge with a passenger car with a gross weight not exceeding 3.5 tons, which is given to them for exclusive use by their employer and is owned or operated by the employer, in the immediate vicinity of their place of residence upon presentation of the employer’s certificate, with a maximum of 2 natural persons per address, 1-1 passenger car
• According to the regulation in force from 1 July 2025, waiting areas located within 25 metres of the main entrance of nurseries, kindergartens, and primary schools in the area of surface zones can still be used free of charge during care, education, and teaching hours, between 8.00 a.m. and 8.30 a.m.
The Fidesz-KDNP faction reported on Tuesday that they are proposing further easing of restrictions, and at the request of the public, they are proposing that parking fees in the green zone should not be charged on Saturdays.
“Many people contacted us during our office hours, by email, or by phone, asking how we could make this regulation even better, which is how we came up with the idea that there should be no parking fee in this paying zone on Saturdays,” municipal representative of Fidesz-KDNP György Korbeák said.
They also propose postponing the entry into force of the regulation.
“In order to allow the public service provider and everyone to prepare, we propose that the regulation enter into force on August 1 instead of July 1. The purpose of our amendment is also to ensure that no one suffers financial harm,” the faction leader of the Fidesz-KDNP parliamentary group, Viktor Papp, explained.
Viktor Papp added that residents who have previously purchased monthly, quarterly, or half-yearly parking passes would have their passes extended by one month.
“Mi Hazánk” Movement proposes rethinking the regulation
“Mi Hazánk” Movement also held a press conference today about the new parking system. The opposition party proposes that those living in rented apartments whose permanent address is not the given property should also be given free parking near their homes.
“Many, many families are simply excluded from this system; they have to pay in front of their own property, they have to pay when they take their children to school or kindergarten, they have to pay at the place of work, and they have to pay when they do other things in the city,” municipal representative of “Mi Hazánk” Movement Zsuzsanna Salánkiné Kuti listed.
“Mi Hazánk” also recommends improving public transport and creating new P+R parking lots on the outskirts of the city. They also believe it is important for employees to receive at least a 50 percent discount on parking around their workplace.
Zones instead of belts
Centre zone – the inner part of the city centre. In this zone, a maximum of 3 hours of waiting is allowed with a parking ticket. A half-year and annual pass can be purchased, which entitles you to wait in all surface zones. A Garage Plus (Garázs Plusz) annual pass can also be purchased in addition to the annual Centre pass so that all underground garages can be used with it.
Zone I – the area bordered by the small ring road. A pass purchased for Zone I entitles you to use all surface zones except the Centre zone, and can be purchased for daily, monthly, quarterly, half-yearly, or annual passes. The Garage Plus annual pass can also be purchased in addition to the Zone I annual pass.
Zone II – the area bounded by the Grand Boulevard. The pass purchased for Zone II entitles you to use Zones II-IV and can be purchased for a daily, monthly, quarterly, semi-annual, or annual pass. In addition to the season ticket purchased for Zone II, a monthly underground garage season ticket (Kölcsey, Nagyerdei, or Sas Street underground garage season ticket) can be purchased, but not an annual one.
Zone III – the area around Nagyerdei Park.
Zone IV – Clinic parking lot (located along Pallagi Street between the Aquaticum roundabout and Móricz Zsigmond Street).
Surface parking passes can be purchased with a 10 percent discount with the Debrecen City Card.
The municipality intends to facilitate the accessibility of downtown shops by making the parking lot on Széchenyi Street free on Saturdays. The parking fees in the parking lot next to the Clinic, along Pallagi Road, will not increase.
