The renovation grant program for locally protected buildings in Debrecen has been expanded
Last spring, the Debrecen General Assembly decided to launch the Built Heritage Renovation Program, the aim of which is to renovate Debrecen’s built heritage in order to ensure that the locally and individually protected buildings and building parts regain their previously worthy place in the cityscape.
According to the decision, the local government subsidy is a maximum of 50 percent of the eligible cost, but it cannot exceed HUF 200 million per building or building part; the remaining amount is provided by the applicant. The fund can be used to replace windows and doors and to renovate facades and building shells.
In the first tender, the apartment building at 10-12 Szent Anna Street and the Svetits-bérház won a grant of HUF 200 million.
According to last year’s decision, the owners of locally individually protected values under Annex 1 of the Settlement Image Decree operating as apartment buildings or housing cooperatives can submit a tender in the Built Heritage Renovation Programme for the support of the renovation of buildings and parts of buildings under local individually protected status, as per Annex 1 of the Settlement Image Decree.
However, this is changing now. In his submission to the city assembly, Chief City Architect István Gábor proposed that the text ‘operating as an apartment building or housing cooperative’ be deleted from the conditions, as this “will open up the possibility that the Built Heritage Renovation Programme will also allow the support of townhouses and “cívis” buildings under local individually protected status, which are not operating as apartment buildings or housing cooperatives.”
The proposal also recommended placing the building at 16 Ajtó Street under local individual protection. In Debrecen, 330 properties are already under local specific protection. In response to a question, it was also stated that the city does not intend to sell the building.
The general assembly unanimously supported the chief architect’s proposals at its Thursday meeting.
