Government Decree Amendment Does Not Expand the Southern Economic Zone
The Municipality of the City of Debrecen informs residents that the amendment to the government decree, which entered into force on 20 February 2026, does not create any new economic areas within the Southern Economic Zone that could be newly developed for industrial activities. Instead, it maintains the existing general economic zoning regulations.
There has been no change in either building height limits or permitted building coverage; the amendment merely expands the types of structures that may be built on the affected plots to include temporary accommodation buildings and solar parks generating renewable electricity.
The general economic character of the area, designated for industrial activities, remains unchanged.
However, within this zone it is now possible to construct temporary workers’ accommodation necessary for carrying out construction works. These facilities may only be maintained as long as the main designated buildings are not yet in use, after which they must be dismantled. As before, workers’ accommodation may only be established in industrial zones.
As a result of the amendment, structures associated with renewable energy production — such as those used in solar parks — may also be placed in this area, provided that full‑value green space is created beneath them.
