The city’s first P+R car park is set to open here in Debrecen

The Debrecen General Assembly made a decision on Thursday to establish a P+R parking lot. When the new, zoned parking system was announced,  plans were also shared to build several P+R parking lots in Debrecen.

The first could be established in the southern part of the city, in the Southern Economic Zone, near the turbo roundabout of main road 47.

“The recently introduced parking system aims to provide a solution to the parking difficulties in the city center areas and to relieve the burden on parking lots in housing estates. In line with this, the municipality’s further objective is to develop a P+R parking lot with at least 120 spaces and related facilities on the property in question in the first phase, thus directing the population towards using public transport,” Mayor László Papp stated in his proposal.

The general assembly has now decided to sell the area designated for this purpose within the framework of a competitive tender, to which Debrecen Asset Management Ltd. (Debreceni Vagyonkezelő Zrt.), National Industrial Park Operator and Development Co., Ltd. (NIPÜF), and Debrecen Real Estate Development Ltd. (Debreceni Ingatlanfejlesztő Kft.) are invited. The starting price will be HUF 299 million net, and it is stipulated that the buyer is obliged to develop and maintain at least 120 waiting spaces as P+R parking lots.

The proposal also highlighted that, according to the Road Traffic Act, a waiting fee cannot be charged in a waiting area marked with a “Park and Ride” (P+R) road sign. However, if the guarding of the waiting area is provided as an additional service, a guarding fee equal to the lowest public transport ticket price available in the given settlement between 6.00 a.m. and 10.00 p.m. per calendar day may be charged for the additional service. In Debrecen, this is currently HUF 480 when purchased via mobile phone and HUF 500 for a paper ticket.

Zsuzsanna Salánkiné Kuti, the local government representative of the Mi Hazánk party, asked whether this parking lot is intended to meet the needs of industrial players present in the Southern Economic Zone or whether it will truly be a P+R parking lot.

László Papp replied that this would not be an industrial parking lot but a P+R parking lot for the public, and it was also said that the parking lot could be expanded modularly in the future and that they were trying to adapt it to bus traffic.

The mayor added that they were examining the possibility of establishing a P+R parking lot between Józsa and Debrecen as well.

Deputy Mayor Lajos Barcsa spoke about the fact that more and more people are coming from the agglomeration to work, and he hopes that they will use the P+R parking lot and the parking lots, which would relieve the city’s road network.

István Madarasi, a representative of the Unity for the Cívis City Association (Összefogás a Cívisvárosért Association), is also confident that the parking lot will be successful, but in that case, he believes that the 120 spaces will prove to be insufficient, so expansion will be necessary. The representative also suggested the establishment of large parking garages in the city center of Debrecen and expressed knowing that it is very expensive.

According to László Papp, this would encourage people coming from outside the city to come into the city center, so he believes it would be worth considering these in the outer areas, in lightweight buildings.

Zsolt Gondola, faction leader of the Civil Forum Debrecen Association, said that the proposal does not include how this parking lot would be served by public transport and that he believes that too large an area is being handed over to the prospective buyer.

Ákos Balázs, deputy mayor also responsible for environmental affairs, said that the city mobility plan listed eleven locations that are suitable for P+R parking and that attention was paid to ensuring that transfers to DKV services were provided there.

The decision was adopted by the general assembly with 26 yes votes, 5 no votes, and 1 abstention.
