Debrecen’s Panel Programme to Continue in 2026
As is customary each year, following the Mayor’s presentation of Debrecen’s draft budget, the individual sub-chapters of the budget are outlined by the deputy mayors responsible for the respective areas. First, Deputy Mayor Diána Széles, responsible for social care policy, NGO relations, youth policy, healthcare and tourism, held a briefing, followed by Deputy Mayor István Puskás, responsible for cultural affairs, who presented the cultural section of the budget. On Monday, Deputy Mayor Ákos Balázs, responsible for city operations and environmental protection, presented his portfolio.
On Tuesday, a press conference was held by Lajos Barcsa, Deputy Mayor coordinating tasks related to the municipality’s financial management and oversight of financial processes, and directing municipal asset management, public education, sport and institutional renovation.
At more than HUF 304 billion, Debrecen’s budget is outstanding among cities with county rights. Thanks to economic development, local business tax revenues have increased more than fourfold compared with 2014, and nearly half of this year’s planned expenditure may be allocated to investments by the municipality: primarily transport and institutional developments, while the municipal asset management company will also contribute significantly to urban development through major investments.
Among the industrial areas, infrastructure planning and construction are still under way in the Southern Economic Zone, including environmentally sustainable solutions ranging from protective tree planting to greywater technology.
“There is already a contract under performance, with design and construction in progress, and this year we intend to reach the point where we can supply greywater to economic operators, thereby conserving our valuable drinking water,” said Lajos Barcsa.
Through examples of planned welfare and transport developments in several districts this year, the Deputy Mayor illustrated how the results of economic development create opportunities for urban development. Lajos Barcsa also highlighted the programme supporting the refurbishment of apartment blocks.
“The panel refurbishment programme is again included in this year’s budget with an allocation of HUF 500 million – this is a very successful scheme, which we launched a few years ago, and it is also important to pay attention to the needs of building managers,” emphasised Deputy Mayor Barcsa Lajos.
The municipality’s budget responds to genuine residents’ needs in line with the city’s capacity, the Deputy Mayor added. For example, the city may allocate HUF 100 million this year to the health-promotion programmes of the “Move, Debrecen!” initiative, and the same amount to medical screening examinations.
In addition, HUF 2.2 billion in own-source funding for sports-related expenditure is included in this year’s draft municipal budget, which will be submitted to the City General Assembly on Thursday.
