Review Complete for Debrecen’s 2026 Air Quality Plan
The review of Debrecen’s 2026 air quality plan has been completed. In addition to the latest monitoring data and professional findings, the updated document provides more detailed information on the operation of the Debrecen Environmental Monitoring System, the role of protective forests, and the impact of transport development projects on air quality. A public consultation on the draft has also begun.
The Municipality of the City of Debrecen is a key partner in the LIFE IP HUNGAIRY integrated LIFE project, whose main objective is to improve air quality in Hungary and support the coordinated implementation of air quality protection measures. Launched in 2019 and due to conclude at the end of 2026, one of Debrecen’s key tasks within the project is to implement and support the measures set out in the city’s air quality plan, in cooperation with the competent Government Office.
As part of the project, reviews of the air quality plan were previously completed for 2022 and 2024. The reviews are prepared in cooperation with the competent Hajdú-Bihar County Government Office, with professional support from HungaroMet, which coordinates the LIFE IP HUNGAIRY project. Regular reviews make it possible to incorporate not only changes in air quality, but also measures implemented in the meantime, new developments, and the monitoring data and professional findings that have become available.
In the final year of the project, the review of Debrecen’s 2026 air quality plan has been completed. Based on the available monitoring data, professional assessments and measures implemented in recent years, the document presents the current state of the city’s air quality, changes over time, and measures aimed at reducing air pollution.
The 2026 document also builds on the work carried out during previous reviews, as well as on new data, findings and experience that have become available since then. Compared with reviews from previous years, the document has been expanded and made more detailed in several areas. The aim was for the updated plan to provide as comprehensive a picture as possible of the processes affecting air quality in Debrecen, the developments taking place in the city and the environmental protection measures associated with them.
Environmental Monitoring System for a more detailed picture of the city’s environmental condition
The review provides a more comprehensive overview of the Debrecen Environmental Monitoring System (KER) and its results for 2025. The system is designed to provide more detailed information on the environmental condition of Debrecen and to support environmental decision-making through the data collected. The 2026 review therefore gives greater prominence to the experience and findings gained from the system’s operation.
Protective forests given a prominent role
The document also examines in detail the role and importance of protective forests in air quality protection. Green spaces and forested areas can contribute to improving the urban environment and air quality, among other things by reducing dust pollution. The protective forest planting programme being implemented as a pilot action of the LIFE IP HUNGAIRY project in Debrecen therefore not only serves to develop the city’s green infrastructure, but is also an important air quality protection measure.
Transport developments to reduce environmental pressures
The 2026 review also provides more detailed information than previous versions on transport development projects that can help mitigate the growth of road traffic and contribute to more sustainable urban mobility. The development of public transport, improving conditions for active modes of transport, and modernising the urban transport system can all play an important role in reducing transport-related environmental pressures.

Members of the public concerned may submit their opinions or comments on the draft air quality plan, or on a draft amendment or review thereof, within 30 days of the publication of the notice.
