Website Launched for Főnix Housing Programme

From 1 November 2026, anyone interested in the Főnix Housing Programme can find information at fonixlakasprogram.hu. The website provides separate information for employers and employees on eligibility requirements, available properties, rental conditions, additional costs and contractual matters. The frequently asked questions section offers further guidance on applying, and visitors can also view photographs and videos of selected properties available for rent.

In 2026, the Municipality of Debrecen relaunched the Főnix Housing Programme, which aims to help young employees under the age of 35 who work in Debrecen with their housing needs. Following a decision by the General Assembly in October, the programme was expanded to include more applicants. In addition to employers, employees whose employment is supported through the programme can now apply for properties directly. The existing funding arrangement remains unchanged: the Municipality will continue to provide the landlord with a subsidy equivalent to one-third of the rent throughout the five-year rental period, while tenants may also receive support from their employers.

Employees eligible for support under the programme are those who:

  • Have an indefinite-term employment relationship with a company headquartered, operating a site or maintaining a branch office in Debrecen, or with a public-sector organisation carrying out state or municipal duties;
  • Have not yet reached the age of 35 when submitting their application;
  • Are Hungarian citizens or dual Hungarian citizens;
  • Do not own, either wholly or in part, a residential property in Debrecen; and
  • Establish a registered address in Debrecen by registering their residence at the rented property.

Employees can choose from the same pool of properties included in the programme as employers. Under the scheme, unfurnished, air-conditioned apartments in move-in condition, with a usable floor area of between 31 and 47 square metres, are available to rent from Cívis Ház Zrt.

Under the first application process, two applicants submitted development proposals covering a total of 229 apartments: the Rent4U Real Estate Development Fund for properties at 1–3 Monostorpályi Road, and the TERRA Real Estate Investment Fund for properties at 1–6 Boldogfalva Street.

According to the property developers’ declarations, 15 apartments with final occupancy permits will be available to applicants by the end of 2026. A further 82 apartments are expected to become available in the first half of 2027. The remaining allocation of 132 apartments is expected to be available for applications in the second half of 2027. Further information will be published on the website in due course.
