Public Hearing to Be Held on Planned Battery Facility in Debrecen

A public hearing will be held in Debrecen on 6 October in connection with the environmental impact assessment procedure for the planned new battery repackaging and reassembly plant, the Hajdú-Bihar County Government Office announced. The public event will be hosted by the Kölcsey Centre, and residents of Debrecen will have the opportunity to ask questions and express their views in person.

According to the Government Office’s announcement, an environmental impact assessment procedure was launched on 23 June at the request of GreenPower Energy Debrecen Kft. in connection with the planned investment on property no. 0489/32 in Debrecen.

The event is open to the public, and no prior registration is required. Participants will not have to provide proof of identity or address. The number of participants will, however, be limited according to the venue’s capacity. The subject of the public hearing is the battery repackaging and reassembly plant planned by GreenPower Energy Debrecen Kft., as well as the related environmental impact assessment procedure. According to the authority, the purpose of the forum is to hear the views of the affected public and to record substantive comments.

According to the company register, the battery facility developed by Inpark is owned by the Hungarian State, with the rights exercised by the Hungarian National Asset Management Company and the HIPA Hungarian Investment Promotion Agency. According to information made public, the facility would carry out battery repackaging, as well as assembly work at module and pack level. According to previous information from CATL, the planned activity would not involve battery cell manufacturing, electrode production or electrolyte handling.

Inpark is present in Debrecen’s Southern Economic Zone as a state-owned industrial property developer and operator. Its projects include halls and industrial sites suitable for accommodating major industrial investments; in connection with its Debrecen development, the company lists CATL among the region’s major investors, among others.

GreenPower Energy Debrecen Kft. belongs to CATL’s Hungarian interests: the company is owned by Contemporary Amperex Technology Hungary Kft. According to CATL, GreenPower Energy would carry out, among other things, assembly, repackaging, processing and logistics activities related to the company’s operations in Hungary.

Comments can also be submitted before the public hearing. These may be sent by the deadline of the public hearing to the relevant department of the Municipal Office of the City of Debrecen or to the environmental protection authority of the Hajdú-Bihar County Government Office.

The Government Office has also created a separate online form for submitting questions in advance. The authority will present the questions submitted in this way at the public hearing. The online question form can be used until 16:00 on 5 October.

The public hearing will be held from 16:00 to 20:00 on 6 October 2026 at the Debrecen Kölcsey Centre (4026 Debrecen, 1–3 Hunyadi János Street). Admission will begin at 15:00.
